A copy of the letter cited together with the "Project Document onElectoral Literacy Clubs in India" is communicated to all the DEOs in AP andTS. They are informed that Commission has directed for setting up of
Electoral Literacy Clubs (ELCs) in educational institutions and communities
not covered under the formal education system to engage future and newvoters through extracurricular interventions. They are requested to gothrough the document and take immediate action for setting up of ElectoralLiteracy Club in educational institutions and communities in their districts asper the directions of the Commission. They are also requested to set updistrict committees on Electoral Literacy to supervise the planning,implementation, monitoring and evaluation of theprogramme within the district. The composition and role of the DECL isdetailed in para 10 of theproject document. They are further requested to adhere the time lines
indicated in the project document for implementation of the program.

2. The action taken for implementing the programme shall be reported
to the office on regular weekly intervals without fail.
