ORDER:
TheGovernmenthasimplementedComprehensiveFinancialManagementSystem
(CFMS),phase1ofwhichisoperatonalisiedsinceApril2018andsincehasbeenstabilised.
14-01-2019 లోగా తమ పరిధిలో పనిచేసే ఉద్యోగుల వివరాలను ధ్రవీకరించి పొందు పర్చవలసినదిగా ఆర్థిక శాఖ వారు జారీ చేసిన ఉత్తర్వు
CFMSisintegratingallthelegacypublicfinancemanagementprocessesandestablishinga
singlesourceoftruthforallaspectsrelated.Currently,CFMSphase2isunderprojectstage
andinthisphaseadditionalmodulesarebeingimplementedalongwithenhancingand
improvisingthephase1modules.HumanCapitalManagement(HCM)moduleisonethe
importantmodulesofphase2,whichencompassesalltheservicematers,organisational
and cadre management,employee service events processing and recording,leave
management,payfixationandadjustment,Payrolletc.

2. HCM modulewillintroducearobustsystem uniformlyacrossalltheofficesandall
thedepartments.Tobeginwith,itisproposedtomigratethecadrestrengthanddataofall
theemployeesasvalidatedbythecadrecontrollingauthoritiesandtherespectiveTreasury.
Inordertoensurethis,thereisurgentrequirementforvalidatingtheexistingHRMSdatain
thecurrentHRMSsystem,sothatitcanbemigratedintimetofacilitatesmoothlaunchof
HCM moduleofCFMS. APCFSS,thenodalagencyforimplementingCFMS,hasbeenassignedtheresponsibilitytodeviceanapproachandrelatedsystems/toolstofacilitatethisprocess.ItisnowinformedbytheCEO,APCFSSthatthetoolisnowdevelopedandreadytobelaunchedandhasrequestedthatsuitableordersareissuedtoundertakedatagathering
andvalidationinpreparationforHCMphase2configurationandlaunch.
3. Government,aftercarefulconsideration,andkeepinginviewtheimportanceofthe
datavalidationprocess,herebyordersthattheTreasuryofficesandCapitalRegionPAO,
DDOs,HODsshouldcompletetheexerciseonorbeforeJanuary14,2019.
4.Thisvalidationprocessistobecarriedoutinthefollowingtwostages:
Stage1Thetreasuryofficersareprovidedwithdetailsofsanctionedcadre
strengthandWorkingstrengthcategorywiseasderivedfrom theexistingtreasury
HRMSdataandpayrollprocess.Theyarerequiredto updatethenumberofe employees workingsubstantivelyinofficiatingcapacityandhowmanyareonleave
orsuspension, basedontheSLO recordmaintainedinthetreasury.Thedata
confirmedbythem should beinconformity withtheSLO guidelinesandthe
corresponding pay bills auditedby them
