Constitution of Committee of Officers to study the existing ROSA Rules (Reorganization of Service Associations) and bringing out new ROSA Rules in place of the existing ROSA Rules


In the G.O. read above, Government have issued “Andhra Pradesh Civil Services (Recognition of Service Associations) Rules, 2001, for recognition/withdrawal to any service associations/union. 

2. A meeting was held in the chambers of Chief Secretary, A.P. on 29.05.2021 with (1) Principal Secretary (Finance), (2) Principal Secretary (Poll), (3) Principal Secretary (Services) & (4) the Advisor to CM (Political affairs) to review the issues of the Service Associations and it was decided to update/revise the ROSA Rules, 2001 along with other issues. 

3. Government, after careful examination the issue, hereby constitute a Committee of Officers under the Chairmanship of Special Chief Secretary, Higher 

Education Department with the following Officers to study the existing ROSA Rules and to bring out new ROSA Rules in place of existing ROSA Rules:- 

 i. Special Chief Secretary (Higher Education)- Chairman 

 ii. Principal Secretary (Revenue) – Member 

 iii. Principal Secretary (School Education) – Member 

 iv. Secretary (Law) - Member 

 v. Principal Secretary, GAD (Services) – Convenor 

4. The Committee of Officers may call for suggestions on the subject from service associations, experts in the field and others, as felt necessary. 

5. The Committee of Officers should submit their report/recommendation as expeditiously as possible to the Government for taking a decision in the matter.
